They have an excellent brochure called "A Guide to Red Light Camera Programs. Stop on Red = Safe on Green" that discusses the red light running problem, the benefits of red light cameras, how red light cameras work, and how to implement a program in your jurisdiction.

The Insurance Institute for Highway Safety is a nonprofit research and communications organization funded by auto insurers. The Institute for Highway Safety works to find causes of crashes and effective solutions. Research focuses on countermeasures that can occur before, during, and after crashes, so losses can be reduced.
